Massachusetts State Senate passes bill 2028 to enable the Govenor and Health Commissioner to act in the interest of the public in the event of a pandemic, such as Swine Flu. The penalties for not obeying quarantine or vaccine could result in $1000 per day fine and 30 days in prison.
